<VAR> indicates a variable from a computer program.

this code produces this 
The variable <VAR>m_head</VAR> stores 
the entire header string.
The variable m_head stores the entire header string.

<VAR> does not indicate some kind of HTML variable to be used later in the page. Alas, we wish it did, but HTML does not have variables.
